I am a software project manger in a west African country but currently based in the USA. Currently one of my clients has requested that I undertaker a project to deploy a utility software to help improve the supervision of senior secondary schools in the country. The application should make it possible for my client's agents to view specific field reports from principals of government assisted schools at its national and district offices. It also should make it possible for principals to supervise their teachers and give parents of student the access through each school's website to view billing information, academic performance and continuous assessment reports. This is a very high level scope of the project. The application must be able to serve over 1000 schools and the pilot project (trial) will involving 200 schools selected over 10 regions in the country. We are currently developing the business requirement document and will be followed by the functional requirement document which will be submitted to the development firm. Apart from developing the application, the development firm will have to operate to a local firm to set up training and technical support in the catchment zones.

The client who is the Ministry of education will instruct all principals of secondary schools in the catchment zones to utilize the application and bill the parents of student for this service.Base on this I have performed cost and revenue analysis and believe that this is a viable business opportunity to persue.

My client has not done this project before and is worried about the risk of the project failing. So he expects that any proposal will address this risk. As of our last discussion he was looking at design, build and operate contract type.
